Police in Adelaide are concerned over an increase in the number of bikies and new street gangs.
Official police figures show numbers have risen by up to 25 percent.
There are now four new gangs now on the streets of Adelaide and South Australia.
Police say the collapse of anti-association laws, means they no longer have the tools to deal with organised crime.
The South Australian government says new legislation will be proposed next week.
